Squid-2 patch maintenance

Thanks to cvsps the patch maintenance routine for Squid-2(.[56] has now
been almost automated, requiring only a

  cd Versions/v2/2.5/bugs/
  make newpatches
  and fill in the blanks asked by the script

No longer any need to manually keep track of revisions, log messages
etc. It pulls this information automatically from the CVS repository.

An no more forgotten patches.. newpatches automatically finds all new
commits and builds a patch list from there.
