This is pretty much ready for the first round of squid-dev reviews. I
will post patches this week.

I will resume working on this after the Rock Store is done. I cannot
promise to work on ACLs specifically, but there are other known and
unknown major regressions to focus on, and I will post a workload that
can be used to identify many regressions relatively quickly.
