Yes, it's to catch those IE browsers. The other browsers don't exactly
care what the URL is, but some IE and windows agents still do the
wpad.dat scan.
  Basically it just increases the catchment area.

I could easily make it advertise proxy.pac in the error page and catch
both if it's really wanted.

Same. IIRC there were some "/WPAD.DAT" seeking agents. Not sure if they
still exist but it does not hurt to be cautious here.
