delay pools snmp stats

Here's a snippet from my aggregate-level delay pools SNMP stats work:

The work is in the SF branch "delay_snmp". I'd like to commit this to Squid-2.HEAD
in a few days if noone has an issue with the code.

(Gah, the SNMP code is evil!)
