There obviously is a noticeable cost in both latency and CPU as it adds
an HTTP-like call to an external process, but it also adds a clear
boundary and allows the filtering to be implemented in any technology
you like.
In worst case ICAP processing is about as costly as the proxying itself,
maybe even more if multiple hooks is used and if all ICAP calls results
in rewritten messages..
