always_direct broken in squid3

Hello,

It seems as if the always_direct directive is broken in squid3.

I have always_direct allow local-nets

and local-nets

acl local-nets allow dst 10.n.n.0/24

and if I try to hit 10.n.n.3, instead it tries to send to
roundrobin_parent instead of direct. There are round-robin acls for the
peers that would not prohibit the use of this destination network, like
http://10.n.n.3
