Only if a suitable WCCPv2 patch for Squid-3 is submitted to the Squid
developers, and the developers agree that the feature freeze of Squid-3.0
can be released to have WCCPv2 support merged in.

Then they violate the GPL licensing by which they are allowed to install
and distribute the Linux kernel. By the license they must at a minimum
indicate to you where you can find the exact same sources as used for
building the kernel they provided to you.
Note: WCCP is not supported by the standard Linux kernel, any version. To
use WCCP you must add the WCCP support to the kernel. This applies to both
WCCP and WCCPv2. In addition the correct kernel support module must be
used for the correct WCCP protocol version.
