Most Squid development is done in the open at
http://devel.squid-cache.org/ free for anyone to test.

I would recommend upgrading. The current "supported" Squid version is
2.5.STABLE4 with 2.5.STABLE5 and 3.0 under preparation. The Squid-2.4
version is no longer maintained.
Most new developments are done in the Squid-3.0 tree. The Squid-2.5 tree
is maintained for bug fixing.
