recent cf.data.pre changes not in release notes

I note that the recent merges that have affected squid.conf syntax
(specifically access_log) aren't in the release notes...

please, please keep these up to date with all user visible changes. I'm
expecting to cut the first user visible release this weekend or next -
depending on Henrik's merge progression.. and I do -not- want to have to
go wading through cvs logs again. once was enough.
