cachemgr.c?

Hello,

I have some doubt in cachemgr.c script
What is functionality of decode_pub_auth() in cachemgr.c

and when i continue in "Cache Manager Interface", i get cache manager menu....

this is same menu with operation=menu.....

so pressing continue will generate operation=menu?
