configure fails to pick up the fact that BSD/OS 2.1 has the rusage struct
in sys/resource.h, because sys/time.h requires sys/params.h to be included
first. The attached diff fixes this.
Yes, I know I should upgrade from 2.1 to 4.0, but it's too stable to even
consider touching it for the moment...
I guess I shouldn't be too concerned about the messages from autoconf:
