[patch] configure.in: BSD/OS 2.1 fix

configure fails to pick up the fact that BSD/OS 2.1 has the rusage struct
in sys/resource.h, because sys/time.h requires sys/params.h to be included
first. The attached diff fixes this.

Yes, I know I should upgrade from 2.1 to 4.0, but it's too stable to even
consider touching it for the moment...

I guess I shouldn't be too concerned about the messages from autoconf:
configure.in:596: warning: AC_TRY_RUN called without default to allow
cross compiling
configure.in:672: warning: AC_TRY_RUN called without default to allow
cross compiling
configure.in:673: warning: AC_TRY_RUN called without default to allow
cross compiling
configure.in:909: warning: AC_TRY_RUN called without default to allow
cross compiling

But correct me if I'm wrong...
