Minor speedup, patch not included... moved eventAdd to delayInitDelayData
and made delayPoolsUpdate not add itself as an event if pools == 0. This
should mean that the performance impact of running a DELAY_POOLS enabled
cache for a non-DELAY_POOLS config (eg, where running 2 caches on one
machine from the same binary) is quite minimal.
